Vermont gets grant to help troubled vets

WATERBURY, Vt. (AP) - The state of Vermont is getting a $2.1 million grant to help serve veterans and other people with post-traumatic stress disorder and similar problems.
The grant will help the state create new services to help victims of trauma-spectrum illnesses who are at risk of getting in trouble with the law if they're not already.
An early goal is to shift 300 people away from detention to treatment and support. Eventually, state officials hope to screen an additional 38,500 adults and divert about 825 of them to treatment.
The grant money is being made available by the federal Substance Abuse and Mental Health Administration.

Why are the states being forced to deliver the mental healthcare that the Veterans Administration is supposed to be delivering? Is the VA not able to provide the help veterans need, if not why not?
